U.S. sees no sign Iraq ready to disarm

The United States said Dec. 18 it saw no sign Iraq would comply with demands to disarm, while the United States and Britain begin preparing for war against Baghdad.

On Dec. 19, U.S. officials declared Iraq in "material breach" of a United Nations Security Council resolution calling for it to disarm after it provided what they considered to be an incomplete dossier listing its weapons programs.

The White House has said that Iraq's 12,000-page arms disclosure had failed to disclose suspected chemical, biological and nuclear weapons programs as required. But it said this would not be an immediate trigger for war.

U.S. Secretary of State Colin Powell told reporters he was not optimistic Iraq would cooperate with demands to disarm but the United States would work through the U.N. Security Council on deciding what to do over the next few weeks.

As the White House declared its reservations, British Prime Minister Tony Blair and Cabinet ministers also said there was widespread skepticism about the contents of Iraq's weapons dossier.

Both the United States and Britain are building up a powerful military force in the Gulf region

In contrast to the hard-line comments of the United States and Britain, France repeated its position that only the U.N. Security Council could decide what action to take if weapons inspectors now in Iraq find Baghdad is in "material breach" of the U.N. resolution.

Under the Security Council resolution adopted unanimously in November, Iraq was given one last chance to disarm or otherwise it would face "serious consequences" widely expected to lead to war.

Iraq denies it has any banned weapons programs.
