Labor bureaus in accounting scandal

All 47 prefectural labor bureaus under the Ministry of Health, Labor and Welfare have engaged in irregular accounting practices, such as falsely claiming money for travel, an investigation by the government's Board of Audit showed Oct. 7. According to the investigation, the bureaus misused a total of more than ¥7 billion in the six years through fiscal 2004, while about ¥300 million of that ¥7 billion was used by staff pretending to do overtime or hire part-time workers.
