Canada recognizes Quebec as nation

Canada's parliament recognized Nov. 28 the French-speaking Quebec as a nation within Canada. The move is largely symbolic, and requires no constitutional amendment or change of law. The move has, however, angered some and led to the resignation of one Cabinet member. (AP)
