Gaishi Hiraiwa, a former chief of the Japan Federation of Economic Organizations who helped sever the cozy ties between Japan's business and political circles in the 1990s, died of heart failure May 22, said Tokyo Electric Power Co., which he headed for many years. He was 92. Hiraiwa served from 1990 to 1994 as the head of the nation's largest big-business group, which later merged with another big-business group to become the Nippon Keidanren. (Kyodo)
