In a bid to boost safety, air traffic controllers in Japan will be required to pass an English proficiency examination every three years, transport ministry officials said July 4. According to the International Civil Aviation Organization, between 1976 and 2000, more than 1,100 passengers and crew died around the world in accidents that were due in part to language problems.
