Bush vetoes child insurance expansion

U.S. President George W. Bush vetoed Oct. 3 an expansion of children's health insurance. The expansion called for adding around 4 million lower-income children to a program that currently covers 6.6 million. Funds for the expansion would have come from higher tobacco taxes, which would have raised the cost of cigarettes. "I believe in private medicine, not the federal government running the health care system," Bush said. (AP)
