Standoff delays subsidies to local governments

Because of the delay in passing the deficit bond bill, the central government will defer payment of yen 4.1 trillion in grants to local and prefectural governments, Finance Minister Koriki Jojima said Oct. 30.
The central government has put off some spending since September, including subsidies for national universities and government-affiliated companies, due to the political standoff that has prevented the Diet from enacting the bill, which would enable the government to borrow yen 38.3 trillion for the fiscal 2012 budget.
