Paris talks end with little progress to show

Two weeks of U.N. climate change talks ended Nov. 18 with countries agreeing to enhance efforts to curb greenhouse gas emissions, but there was little progress on drafting detailed rules to implement the Paris climate accord.

Those rules must be crafted by the end of next year, but countries meeting at Bonn in western Germany reached a consensus only on some procedures for the rule-making. They are expected to hold intense discussions over the rule-making at meetings in April and May. (Kyodo)
