同時多発テロ後に一躍ヒーローとなったジュリアーニ前市長の後を継いだブルームバーグ市長。前市長が手を付けなかった市の公教育の改革に本格的に乗り出したほか、多額の財政赤字の穴埋めにも奔走中。ところが市民の支持はなかなか得られない。「億万長者に庶民生活の痛みは分からない」というのが市民の声のようだが…。
