Rice named top U.S. diplomat

WASHINGTON (AP) - President George W. Bush on Nov. 16 picked National Security Adviser Condoleezza Rice to replace Secretary of State Colin Powell as his top diplomat in a major shakeup of his Cabinet.

Bush said her foreign-policy experience and struggle against racism uniquely qualified her to be America's "face to the world" as secretary of state.

The first black woman to serve in the position, she is considered more of a hardliner than the moderate Powell, who was out of step with more hawkish members of Bush's national security team on Iraq and other foreign-policy issues

The White House announced Powell's exit Nov. 15 along with the resignations of Education Secretary Rod Paige, Agriculture Secretary Ann Veneman and Energy Secretary Spencer Abraham. Powell's deputy and long-term colleague, Richard Armitage, followed Powell in handing in his resignation Nov. 15.
