The government said Nov. 6 that under rules effective next spring, online sales of 23 drugs will be banned for three years after they move from prescription to over-the-counter status.
The rules also ban Internet sales indefinitely for five over-the-counter drugs with potentially high risks of side effects, health minister Norihisa Tamura said at a news conference.
Hiroshi Mikitani, president of the Rakuten online shopping mall, says the ban is "unconstitutional," and suggested he will challenge it in court. (Kyodo)
