論議を呼ぶ「地下鉄の規則」

今回は、「器物を破損すべからず」「ゴミのポイ捨てや不衛生な行為をすべからず」など、ニューヨークの地下鉄の乗客が守らねばならない13個条の規則を紹介します。そのうち一つは、警察が熱心に取り締まりすぎて問題になりました。それはどんな規則でしょうか？
