Participants were mobilized in large numbers in 40 percent of government-organized "town meetings" since June 2001, a report said Dec. 13. Questions were planted in 8 percent of the sessions, the report also said, noting the events were used to guide public opinion to conform to government policies. Prime Minister Shinzo Abe, who used to be in charge of the meetings, said he will return three months of his prime ministerial salary to the national treasury. (Kyodo)
