Society in not equal. Rich people can do whatever they want - even if it is bad (or criminal) - because they have power and money, but poor people are always punished. The proverb says that it's almost like there were two legal systems - one for rich people where they are allowed to do what they want, and a stricter, more sever legal system for poor people. |
