"Net bullying" continues to be a major problem in Japan, and schools are not doing enough to stop it. "Net bullying" is bullying over the Internet.
In Kobe in July, an 18-year-old high school student killed himself after he was bullied on a school Internet bulletin board.
More than 8,000 people said they had been bullied over the Internet last year, the police said. Most of them were junior high school or high school students. (Kyodo)
