The literal meaning of this proverb is that when it rains, it never rains lightly. It always rains heavily. What this means is that when a bad or unlucky thing happens to you, it will be either very bad or (more usually) many bad things will happen to you at once, you will go through a very unlucky period. You are never a little unlucky; when you are unlucky, you are very unlucky.
