Imagine a man is in the water. He can't swim and he thinks he's going to die. There's nothing he can hold on to pull himself out of the water - except for a small piece of straw. Because the man is desperate, he will try and grab that straw to pull him out, even though he knows it won't be possible. So you can use this proverb when someone is in a bad situation and does something desperate, even though it will probably fail.
