It takes two to tango

One person cannot dance the tango. The tango requires two people. So this proverb is used when something can only be done by two people. It is often used when something goes wrong and one person is blamed. "It takes two to tango," he might say, suggesting that he was not the only person responsible, that someone else had also to be responsible.
