Talking hairdo

Talking hairdo is a television journalist (or announcer) who looks like he thinks his appearance is more important than the news he is talking about. "Hairdo" means hairstyle, and "talking hairdo" (i.e. a hairstyle that talks) are supposed to spend more time on their hairstyle than on the news. This term can be used for both men and women.
