When you are drinking tea, you raise the cup to your mouth. As you raise the cup, there is a chance that accident will occur. You may drop the cup or spill the tea. What this proverb is saying is that we hould always be ready for accidents to happen. We should never assume that something is done until it is done. We should never assume that we have something until we actually have it.
